SHOREWINNER Partners Meet in Rhodes for the Third General Assembly

On 12 May 2026, the SHOREWINNER consortium successfully convened in Rhodes, Greece, for the 3rd General Assembly Partner Meeting, bringing together partners from across Europe for a full day of strategic discussions, progress reviews, and collaborative planning.

The meeting provided an important opportunity for consortium partners to reflect on achievements to date, assess implementation progress, and coordinate the next phases of the project. 

The day began with the official opening of the General Assembly by the University of the Aegean, setting the stage for a productive and forward-looking meeting. The Project Coordinator presented an overview of the current status and overall development of the SHOREWINNER project, highlighting progress across multiple work packages and key milestones achieved so far.

A plenary session focused on the project’s current standing, with dedicated updates on major technical and implementation areas, including the development of SHOREWINNER curricula and qualifications, revised VET curricula, trainer preparation activities, C-VET courses, career days, company internships, skills competitions, and the continued enhancement of the project’s digital platform. Partners provided valuable insights into progress achieved across the consortium.

The consortium also engaged in a focused discussion on the next implementation phase. Key discussions addressed upcoming events and mobilities, dissemination and communication activities, trainer and teacher exchanges, SME workforce participation in C-VET activities, and trainee mobility opportunities for internships. Partners exchanged updates, practical considerations, and next steps to ensure effective coordination across work packages.

The discussion also focused on critical operational and strategic matters, particularly open implementation issues related to Work Packages 3 and 4, with a strong emphasis on readiness for upcoming national and international training activities. Additional discussions covered project financial updates, the impact evaluation of the Centres of Vocational Excellence, and preparations for the upcoming Steering Committee Meeting, as well as the final stages of project implementation planning.

The meeting concluded with a shared commitment among partners to maintain momentum, strengthen implementation coordination, and continue working collaboratively toward the successful delivery of SHOREWINNER’s objectives.

SHOREWINNER Thematic Conference in Rhodes Concludes with Strong Focus on Offshore Renewable Energy Skills and Workforce Development

The SHOREWINNER Thematic Conference, titled “Shaping the Offshore Renewable Energy Skills Ecosystem: Insights, Curricula and Impact”, successfully concluded in Rhodes bringing together educators, offshore renewable energy experts, vocational education and training (VET) providers, industry leaders, and European project partners from across Europe.

Hosted on Monday, 11th of May, by the University of the Aegean and EduTech DIH, the conference served as a dynamic platform for dialogue, collaboration, and knowledge exchange on the future of offshore renewable energy skills development in Southern Europe and beyond.

The event opened with welcoming remarks from Prof. Em. Chryssi Vitsilaki, Dr. Stavros Pitsikalis and Dr. Ilona-Elefteryja Lasica, representatives of the University of the Aegean, who highlighted the importance of strengthening cooperation between academia, industry, and vocational education stakeholders to support Europe’s green and energy transition.

A key highlight of the conference was the discussion on the development of offshore wind energy in Greece and Southern Europe. Papastamatiou Panagiotis, General Director of the Hellenic Wind Energy Association, addressed current institutional challenges, policy considerations, and growth opportunities shaping the offshore renewable energy sector.

Throughout the conference, participants explored critical themes related to workforce readiness, vocational excellence, innovation, and skills development. Session 1A focused on the offshore renewable energy ecosystem in Southern Europe, featuring expert contributions from partners including Politécnico do Porto, CETMAR, IFOA, APREN – Associação Portuguesa de Energias Renováveis, and Deep Blue. Discussions addressed industry trends, employment analysis, reskilling and upskilling pathways, and the role of digital collaboration spaces and Communities of Practice.

Session B showcased how Centres of Vocational Excellence (CoVEs) are supporting Europe’s offshore transition through innovative approaches to skills analysis, curriculum design, quality assurance, and strategic planning. SHOREWINNER partners from Greece, Cyprus, Spain, Italy, and Portugal presented transnational VET initiatives aimed at strengthening vocational excellence and improving workforce preparedness.

The conference also featured a forward-looking discussion on the future of offshore careers. Experts from Intercollege, Universidade da Coruña, Università Politecnica delle Marche, IFOA, SAEK Egaleo and the University of the Aegean examined emerging skills needs, workforce priorities, flexible VET curricula, micro-credentials, and mobility opportunities expected to shape offshore employment by 2030.

Another important theme of the conference focused on wellbeing and safety in offshore work environments. Moderated by representatives from INOVA+, the session highlighted the importance of mental health, resilience, worker protection, and safety culture within offshore industries. Contributions from experts and partners including ADMFA, ForMare, and Aquatera underlined the need to integrate wellbeing and support systems into vocational education and training programmes.

The SHOREWINNER conference concluded with a shared commitment among project partners and stakeholders to continue strengthening vocational excellence, fostering innovation, and supporting the development of a skilled and resilient offshore renewable energy workforce across Europe.

Cyprus Local CoVE Development Event Highlights Emerging Blue Careers and Offshore Energy Opportunities

On 7 April 2026, Intercollege in collaboration with the Cyprus Maritime Academy, successfully hosted an event dedicated to promoting blue careers within the shipping industry, bringing together stakeholders from education and maritime sectors.

The Cyprus Centre of Vocational Excellence (Cyprus CoVE), operating under the SHOREWINNER project, actively contributed to the event. Kyriacos Patsalides, Associate Director and Director of Academic Affairs at Intercollege Nicosia and the Cyprus Maritime Academy, delivered a presentation outlining the project’s objectives, ongoing progress, and its strategic vision to support workforce development in the maritime sector. Particular emphasis was placed on the increasing opportunities for professionals in shipping to transition into the offshore renewable energy industry, a sector experiencing significant growth across Europe.

During the session, the Cyprus CoVE also introduced the proposed occupational profile of Crewing Personnel Officer, as developed within its Career Kit. This role was presented as a forward-looking profession, reflecting the evolving needs of the maritime and offshore energy sectors, and highlighting new pathways for career development within the blue economy.

The event underscored the importance of aligning education and training with industry demands, while fostering awareness of emerging career opportunities in sustainable maritime activities.

Successful completion of the SHOREWINNER GR CoVE Local Development Event advancing offshore renewable energy skills in Greece

Athens, 3 April 2026 — The SHOREWINNER GR CoVE Local Development Event was successfully held at the Goethe-Institut Athens, marking an important milestone in strengthening skills development and cross-sector cooperation for Offshore Renewable Energy (ORE) in Greece and Europe.

The event convened a broad range of stakeholders, including representatives from vocational education and training (VET) and higher education, industry, research institutions, clusters, chambers, and public authorities. The gathering provided a structured platform for dialogue on the evolving needs of the offshore energy sector and the alignment of education, labour market requirements, and policy frameworks.

The programme featured highly interactive sessions delivered by the EduTech Digital Innovation Hub (DIH) of the University of the Aegean, represented by academic contributors including Stavros Pitsikalis and Ilona-Elefteryja Lasica. These included a fireside discussion on the current state of offshore wind development in Europe and Greece, a strategic dialogue on skills and labour market alignment, and a closing roundtable dedicated to defining the strategic roadmap of the Greek CoVE ecosystem.

Across the discussions, participants identified key challenges and opportunities for the sector and contributed to outlining next steps for targeted skills development, upskilling initiatives, and enhanced cross-sector collaboration.

A central conclusion emerging from the event was the importance of reinforcing synergies between education, industry, policy, and strategic partnerships as a foundation for the sustainable growth of offshore renewable energy in Greece.

Special acknowledgement was extended to the Goethe-Institut Athens for hosting the event and supporting a long-standing collaboration that fosters dialogue, innovation, and the translation of ideas into actionable outcomes. Appreciation was also expressed to the German-Hellenic Chamber of Industry and Commerce for its continued contribution to strengthening the link between education, skills development, and labour market needs.

Further recognition was given to all speakers, partners, and participants for their active engagement and substantive contributions throughout the event. The initiative is further supported by partners including Hellenic Centre for Marine Research (HCMR), Hellenic Wind Energy Association (ELETAEN), and SAEK Egaleo, as part of ongoing efforts to develop the Greek CoVE ecosystem for the offshore energy transition.

From high-level vocational excellence forums to major offshore energy conferences and consortium governance meetings, this edition showcases how SHOREWINNER continues to strengthen vocational education, innovation, and cooperation across the offshore renewable energy ecosystem in Southern Europe.

Important Updates

1. SHOREWINNER at the CoP CoVEs Forum 2025 – Strengthening European Vocational Excellence

On 8-9 September 2025, SHOREWINNER proudly participated in the Community of Practice for Centres of Vocational Excellence (CoP CoVEs) Forum 2025 in Kolding, Denmark. The Forum brought together leading European initiatives to exchange knowledge, expand networks, and showcase innovative approaches to vocational education and training.

SHOREWINNER actively contributed to the T-Shore workshop “Building and Expanding Europe’s Future: T-Shore’s Vision for a Strong CoVE Network”, where Project Leader Teresa Nogueira and Ilona-Elefteryja Lasica presented the project’s role in strengthening vocational excellence in Southern Europe. Alongside partners from Wind Energy Ireland, Skive College, POM West-Vlaanderen, and Katapult, the session highlighted strong synergies between T-Shore and SHOREWINNER in advancing cross-border cooperation, industry engagement, and structured peer learning.

2. Advancing Collaboration at OTD Energy 2025

SHOREWINNER took part in OTD Energy 2025, one of the leading conferences for the offshore and energy industries, offering a valuable platform to engage with key stakeholders, innovators, and researchers shaping the sector’s future.

Representing the project, Mara Marzella (Deep Blue) presented the SHOREWINNER Circle networking platform, demonstrating its potential to strengthen collaboration across the offshore wind ecosystem. The presentation also highlighted the close cooperation with the T-Shore project and the shared ambition to establish a European Community of Practice connecting academia, learners, and industry. Discussions during T-Shore’s stakeholders’ meeting on 14 October focused on integrating both projects’ online platforms, facilitating the exchange of best practices, and enhancing mutual learning across European regions.

3. 6th Steering Committee Meeting – Coordinating the Path Ahead

The SHOREWINNER consortium convened in Lisbon on 31 October 2025 for its 6th Steering Committee Meeting (SC#06), hosted at the Pavilhão do Conhecimento – Ciência Viva. The hybrid meeting brought together universities, VET providers, CoVE leaders, and industry representatives to review progress and coordinate upcoming milestones.

Key discussions covered curriculum alignment with offshore wind skills needs, development of career kits and CVET short courses, evaluation frameworks for CoVE impact and sustainability, dissemination and communication activities, and long-term strategic action planning. The meeting concluded with agreement on priorities for the coming months, including the launch of learning materials, national CoVE development events, and preparation for the next impact assessment and reporting cycle.

SHOREWINNER Partners Advance Offshore Wind Education at Sixth Steering Committee Meeting in Lisbon

The SHOREWINNER consortium gathered in Lisbon on 31 October 2025 for its 6th Steering Committee Meeting (SC#06), hosted at the Pavilhão do Conhecimento – Ciência Viva. The hybrid event, which welcomed both in-person and online participants, brought together universities, VET providers, CoVE leaders, and industry representatives from across Southern Europe.

The meeting served as a key platform to review progress, exchange experiences, and coordinate the next milestones in strengthening offshore renewable energy education and collaboration in the region.

Meeting Highlights:

The session opened with a comprehensive update on the current status of the project, followed by the introduction of a new partner, further enriching the consortium’s expertise and network.

Partners UDC and UAEGEAN led an in-depth discussion under Work Package 3, focusing on the joint curriculum analysis, methodology revision, and the alignment of EQF5 national courses with the skills demands of the offshore wind sector.

Under Work Package 4, IFOA and APREN presented progress on the development of career kits, innovative learning materials, and CVET short courses aimed at promoting professional upskilling and mobility through micro-credentials and digital tools.

INOVA+ provided an update on Work Package 7, outlining the evaluation framework for measuring the impact and sustainability of regional Centres of Vocational Excellence (CoVEs). This was followed by a review of Work Package 1, where P.PORTO and VET partners discussed the upcoming reporting cycle and administrative matters related to payments and compliance.

Under Work Package 6, CARDET and CoVE leaders shared progress on dissemination and communication activities, including website updates, social media engagement, and the planning of Local CoVE Development Events across partner countries.

The meeting concluded with DBL and WP leaders presenting the strategic and long-term action plans (D5.2), setting the foundation for the continuation and expansion of the SHOREWINNER network beyond the project’s lifetime.

The consortium agreed on several priorities for the months ahead:

  • Finalizing and launching the career kits and CVET modules in early 2026
  • Organizing national CoVE development events to enhance visibility and regional engagement
  • Preparing for the impact assessment and next reporting cycle to ensure accountability and sustainability

SHOREWINNER Strengthens Collaboration at OTD Energy 2025 Conference

October 14–16, 2025 – Stavanger, Norway.

The SHOREWINNER project took part in the OTD Energy 2025 Conference, one of the leading events for the offshore and energy industry, bringing together key stakeholders, innovators, and researchers shaping the sector’s future.

Representing SHOREWINNER, Mara Marzella (Deep Blue) presented the project’s Circle networking platform, highlighting its functionalities and potential to strengthen collaboration within the offshore wind ecosystem. The presentation also showcased SHOREWINNER’s cooperation with T-Shore, a sister project dedicated to advancing offshore wind energy solutions and vocational excellence.

The conference offered a valuable opportunity to deepen collaboration between SHOREWINNER and T-Shore. During T-Shore’s stakeholders’ meeting on October 14th, our platform was featured alongside their online space for national Centres of Vocational Excellence (CoVEs). Discussions focused on the creation of a European Community of Practice—a joint effort to connect academia, students, and industry players across Europe. Both projects aim to integrate their online platforms, enhancing opportunities for stakeholders, facilitating the exchange of best practices, and fostering mutual learning across European regions.

Beyond the project meetings, OTD Energy 2025 provided participants with valuable insights into the future of the offshore and energy sectors. The event featured engaging case studies, political perspectives, and in-depth discussions on sustainability and emerging market opportunities—further underlining the importance of innovation and cross-sector collaboration for a sustainable energy future.

SHOREWINNER Showcased at COP CoVEs Forum 2025 in Kolding, Denmark

On 8–9 September 2025, SHOREWINNER Project proudly participated in the Community of Practice for Centres of Vocational Excellence (CoP CoVEs) Forum 2025 held in Kolding, Denmark. The annual Forum brought together leading initiatives from across Europe to exchange knowledge, strengthen networks, and highlight innovative approaches to vocational education and training (VET).

As part of the Forum, the SHOREWINNER Project team contributed to the T-Shore workshop: “Building and Expanding Europe’s Future: T-shore’s Vision for a Strong CoVE Network”, which took place on 9 September. This interactive session explored how collaboration across Centres of Vocational Excellence can deliver long-term value for regions, industries, and learners.

Representing SHOREWINNER, Project Leader, Teresa Nogueira and Ilona-Elefteryja Lasica, delivered a joint presentation showcasing the project’s role in strengthening vocational excellence in Southern Europe. Together with partners from Wind Energy Ireland, Skive College (Denmark), POM West-Vlaanderen (Belgium), and Katapult (Netherlands), the workshop highlighted how T-Shore and SHOREWINNER are already working hand-in-hand to foster cross-border cooperation, industry engagement, and peer learning.

The session featured short presentations, dialogue, live audience input via Slido, and a panel discussion involving education and industry representatives. Key messages included the importance of cross-CoVE collaboration, structured peer learning, and designing projects that evolve based on real partnership and regional needs.

By participating in Forum 2025, SHOREWINNER Project reinforced its commitment to shaping the future of vocational excellence in Europe. The project will continue to work closely with European partners to ensure that vocational education systems remain responsive, innovative, and aligned with the needs of both learners and industries.

Italy Advances Offshore Renewable Energy with Huge Investment and New Strategic Hubs

On July 4, the Italian ministries of Infrastructure and Transport (MIT), Environment and Energy Security (MASE), and Economy and Finance (MEF) signed a joint decree identifying state-owned maritime areas suitable for the development of offshore renewable infrastructure hubs — key industrial sites dedicated to the construction and pre-assembly of components for offshore wind and marine energy systems.

The decree designates Taranto and Augusta as national hubs and allocates €78.3 million 💰 to support the development of these strategic sites. This marks a major step forward in enabling the deployment of approved and pipeline offshore renewable energy projects across Italy, while strengthening the domestic value chain.

We highlight the important role of AERO – the Italian Offshore Renewable Energy Association, which brings together over 50 companies and stakeholders from across the ORE industry. On July 3, AERO hosted its 3rd National Conference, titled “Strategies and Perspectives for the Development of Offshore Renewable Energy in Italy”, at the Chamber of Deputies in Rome. The event was a key moment of dialogue between political representatives and the national offshore renewable industry.

Successful Event in Cyprus Highlights Pathway to a Skilled Offshore Renewable Energy Workforce

University of Cyprus, May 27, 2025 

The University of Cyprus hosted a forward-looking and collaborative event titled “BUILDING A SKILLED WORKFORCE IN OFFSHORE RENEWABLE ENERGY”, gathering educators, industry leaders and experts, students, and policymakers to co-create actionable strategies for workforce development in the growing offshore renewable energy (ORE) sector.

Held at the UCY Library “Stelios Ioannou” and streamed online, the event was structured into two interactive sessions:

  • The Co-Design Session (10:00–12:00) focused on identifying current gaps and opportunities across education and training systems. Key discussion areas included:
  • Assessing how vocational education and training (VET) and higher education (HE) programmes align with ORE industry needs
  • Identifying skill gaps and potential areas for industry-academia collaboration
  • Evaluating the effectiveness of current teaching methods, including experiential and digital learning tools
  • Proposing improvements to training methods to better prepare learners
  • Exploring student career interest and engagement with ORE pathways
  • Addressing preparedness gaps and the support mechanisms needed to guide students into ORE careers.
  • The Workshop Session (12:00–14:15) transitioned the conversation toward strategic implementation and collaboration. Key themes included:
  • Aligning curricula with rapidly evolving technologies and industry requirements
  • Addressing immediate skill gaps through flexible, targeted training approaches
  • Enhancing student engagement via real-world interaction with industry stakeholders
  • Identifying key stakeholders essential for roadmap development and implementation
  • Exploring types of partnerships that can support long-term collaboration
  • Developing strategies to engage stakeholders across sectors
  • Ensuring the sustainability of collaborations through institutional and policy support

The event closed with a networking session that enabled participants to forge connections and explore collaborative pathways for implementing the proposed roadmap.

By integrating insights from both academic and industry spheres, this event marked a crucial step toward equipping future professionals with the skills needed to thrive in the offshore renewable energy sector.
